[Notice] Guidance on Campus Personal Mobility (PM) Device Usage Rules and Establishment of Hub Parking Areas

Following a serious traffic accident involving a village bus and a Personal Mobility (PM) device at the Library Intersection on Monday, September 15, 2025, and in response to numerous requests from campus members regarding PM safety over the past few years and many near-miss situations, we are issuing these campus usage rules for personally-owned PM devices to create a safe campus traffic environment. We ask for the active cooperation of all university members who own PM devices.

■ Objective: To create a safe, pedestrian-oriented campus traffic environment.

■ Establishment of On-Campus Personal Mobility (PM) Hub Parking Areas 

  1. Designated Hub Parking Areas: There are a total of 2 designated hub parking areas.
    • Area 1: Main Gate ~ Bus Stop.
    • Area 2: Middle Gate ~ North side of the Gymnasium.
  2. Parking Rule: Parking is only permitted in these designated hub areas. All existing PM parking zones are now abolished.
  3. Movement on Campus: After parking in a hub area, you must walk to your destination on campus. When entering campus, PM users must dismount at the entrance and walk their device to the hub.
  4. Eligible Devices: These rules apply to personally-owned PM devices, including:
    • Electric kickscooters.
    • Self-balancing electric scooters.
    • All types of electric bicycles (pedal-assist, throttle, and hybrid models).
  5. Prohibited/Exempt Devices:
    • Shared PM devices from external companies remain prohibited from entering campus and cannot use the hub parking areas.
    • Regular bicycles are permitted to travel on campus, but fixie bikes are not allowed.
    • PM transit and parking are prohibited in all other areas, including the hospital zone.

■ Effective Date: Full implementation from October 1, 2025.

  • Grace Period: 3rd to 5th week of September 2025.

■ Request for Compliance with PM Safety Rules

  • License Required: In accordance with the Road Traffic Act, all PM users must hold a valid driver's license (a Class 2 Motorized Bicycle License or higher is required).
  • Mandatory Safety Gear: Wearing safety equipment, such as helmets and protective pads, is mandatory.
  • Parking Violations: PMs parked outside of the designated hub areas will be considered illegally parked and may be moved and locked.
  • Future Restrictions: Due to recent accidents, the university is implementing these phased restrictions to prevent further incidents. Please be aware that stricter measures, including a potential ban on campus entry for PMs, may be considered in the future.
  • Enforcement: We plan to strengthen enforcement of PM usage rules, including license and safety gear checks, in cooperation with the local police department. We ask for your strict adherence to these safety regulations.
